The Management & Sub-Committees

The Management Committee has overall responsibility for the Association’s business.  Membership of the Management Committee will be reviewed each year to ensure there is a range of skills appropriate for the Association’s portfolio of activities. Given that at each year’s AGM it would be the ideal opportunity to try and recruit any new members with the skills or experience sought by the Management Committee, the Association will, during the period June/July receive a report from the Chief Executive and Chairperson (as part of its Governance Suite of Reports) commenting on any skills gaps apparent within the Management Committee membership.

The Association will appoint the following office bearers:

Chairperson:

  • To represent the Association at all appropriate meetings and activities.
  • To ensure the smooth running of the Management Committee and general meetings.
  • To have delegated authority to deal with decisions as laid down in the Association’s Rules and Standing Orders.
  • To lead the recruitment of, (as per the Recruitment Code), and provide  support for and establish a constructive working relationship with the Chief Executive. 

Vice Chairperson:

  • To deputise for the Chairperson as required.

Secretary:

  • To ensure that the Association acts legally within its Rules.
  • To summon and attend all general and extraordinary meetings of the Association and meetings of the Management Committee as required.
  • To ensure that minutes of all such meetings are kept.
  • To ensure that the records of the Association are kept as outlined in the Rules including a register of members, Management Committee Members and officers of the Association.
  • To ensure that the required Annual Returns are made.
  • To ensure a register of interest is kept.

 
The Management Committee has an overall responsibility to create Sub-Committees and working groups as are considered necessary for the smooth running of the Association.  This Association at present operates the following structure:

The terms of reference for the Management Comittee and all its Sub-Committees are currently under review.

Schedule of Meetings

a) Management Committee

An ordinary meeting of the Management Committee is normally held once every 6 weeks (dates to be agreed a the second meeting after the Annual General Meeting).  The meetings will commence at 7.30pm and normally end at 9.30pm.  Any additional meetings will be agreed by the Management Committee with only non-confidential parts of meetings open to the public.

A special meeting of the Management Committee may be called by a notice in writing given to the Secretary by the Chairperson, or by two Management Committee Members, specifying the business to be transacted.  Alternatively, the Management Committee can decide to call a Special Meeting due to the volume of business.  Any such meeting will be held at the ordinary place of meetings (not earlier than 10 days and not later than 14 days after the Secretary has received the notice).  Normally no business will be transacted at the meeting other than that named in the notice with the Management Committee’s permission.

b) Sub- Committees

Ordinary meetings of the four main Sub-Committees are normally held once every six weeks.  The meetings will commence at 7.30pm and normally finish at 9.30pm.  Any additional meetings will be agreed by the Sub-Committee.  Only non-confidential parts of the meetings are open to the public.

c) Sub-Committees & Ad Hoc Groups

Sub-Committees and groups are responsible for making their own arrangements for meeting dates, but the following cycle of meetings will be followed as detailed below:

Property Services

Meetings are normally held once every six weeks.

Development Services

Meetings are normally held once every six weeks.

Corporate Services

Meetings are normally held once every six weeks.

Strategy & Internal Audit and Wider Action Sub-Committee

Meetings are normally held once every six weeks.

Staffing Sub-Committee (Ad Hoc)

Held as and when required.

Complaints Sub-Committee (Ad Hoc)

Held as and when required.

All Members will be expected to serve on at least two Sub-Committees in addition to Management Committee attendance.
